EPA finalized a rollback of the 2023 Technology Transition Rule in May, and the practical effect is that the equipment deadlines most facility managers were planning around have moved or disappeared. Light commercial and residential HVAC no longer has a GWP deadline at all, and units above 700 GWP manufactured before 2025 can still be sold. Grocery and retail refrigeration can run up to 1,400 GWP until 2032. Remote condensing units and cold storage warehouses get the same 2032 horizon at 700 GWP, or 1,400 for retail.

A longer runway is not the same as a cheaper one

The rollback changes what manufacturers must build. It does not change the separate production phase-down of HFCs under the AIM Act, which continues to tighten supply of the refrigerants this equipment runs on. Demand for legacy refrigerant now stays high while the supply of it keeps shrinking, and that gap lands on the service side of the ledger rather than the capital side. AHRI president Stephen Yurek put it plainly: refrigerant prices are “likely to rise, resulting in higher service costs.”

So the relief is real for anyone buying equipment this year. It is not relief for anyone maintaining equipment for the next decade.

What to look at now

Inventory your cooling equipment by refrigerant type, not just by install date. Age tells you when something might fail. Refrigerant type tells you what it will cost to keep alive in 2029.

Then tighten up on leaks. A leak rate you could live with when refrigerant was cheap becomes a recurring line item when it is not, and on older systems it is often the cheapest problem on the list to fix.

Finally, do the calendar math. Capital requests in federal, healthcare, and municipal buildings routinely run twelve to twenty-four months ahead of the work. A 2032 deadline is two or three budget cycles out, which is close enough that the replacement decision you defer this year is one you will make under more pressure later.

How we approach it

Most of the buildings we work in cannot go dark for a refrigerant transition, so we plan these as phased replacements: assess what is actually installed, sequence the units that carry the most risk, and keep the rest serviceable in the meantime. The buildings that handle this well are the ones that started with an accurate equipment list.
